The Engineering Department is responsible for overseeing various capital improvement (sidewalk replacement, street resurfacing and reconstruction, underground utility replacement and rehabilitation) projects undertaken by the Village, along with coordination of capital improvement projects performed by other County and State agencies. Projects noted with an * have design engineering performed by in-house staff, and projects noted with a ** have construction engineering performed by in-house staff.
The Engineering Department is also responsible for the design, review, construction inspection, and acceptance of the installation of public improvements in residential, commercial, and industrial developments, including the management and tracking of developer guarantees from approval of the final plat of subdivision through the end of maintenance and acceptance of the development by the Village.
2010/2011 ACCOMPLISHMENTS
- Completed the following public construction projects:
- 2010 MFT Resurfacing Program (* and **)
- 2010 MFT Sidewalk Replacement Program (* and **)
- Miller Road West Reconstruction Project (**)
- 2010 Pavement Rejuvenation Program (* and **)
- 2010 Illinois Emergency Repair Program Resurfacing Project (* and **)
- Helm Road Improvements (**)
- Completed engineering plans for the following capital projects:
- McNamee Park Canoe and Emergency Boat Launch (* and **)
- Tulsa Avenue and Kings Road Resurfacing Project (*) This project was prepared for readiness of potential state or federal grant funding opportunities.
- Awarded design contracts and completed preparation of engineering plans for the following public construction projects:
- 2010 Roadway and Utility Reconstruction (Ash, Aspen, and Hickory)
- Golfview / Hazard / Monroe Reconstruction Project
- Awarded construction contracts and began construction on the following public construction projects:
- Golfview/Hazard/Monroe Reconstruction Project
- Finalized land acquisition for four parcels of land and one utility easement for the Golfview/Hazard/Monroe Reconstruction Project.
- Implemented the fifth year of a consolidated 5-year Capital Improvements Program to include street, sidewalk, storm sewer, sanitary sewer, and watermain replacement projects.
- Obtained approval of grants for the following projects:

- $148,161 for MFT/CDBG Resurfacing Project from Kane County Community Development Block Grant (CDBG) Program
/
- $20,000 for John Jack Hill Park Pedestrian Path Project from Kane County Riverboat Grant Program
- $831,800 Golfview/Hazard/Monroe Reconstruction Project from Kane Kendall Council of Mayors
- $180,201 Golfview/Hazard/Monroe Reconstruction Project from Illinois Department of Transportation
- Reviewed and approved site plans for eleven (11) commercial/industrial/ institutional projects and thirty five (35) single-family homes for construction. Performed over 217 plan reviews and over 800 separate inspections related to construction on these sites and other projects.
- Completed all outstanding work and accepted into the maintenance period the public improvements of the following developments:
- a. The Prairies and Meadows of Winchester Glen Phase I Landscaping
- Completed end-of-maintenance inspections for the public improvements of the following developments:
- Spring Point Townhome Punchlist Project
- The Prairies and Meadows of Winchester Glen Phase1

2011/2012 OBJECTIVES
- Complete engineering plans, bid, and oversee completion of the following capital projects:
- 2011 MFT Roadway Resurfacing Program (* and **)
- 2011 MFT Sidewalk Replacement Program (* and **)
- 2011 Roadway and Utility Reconstruction Program (Ash, Aspen, and Hickory) (**)
- Golfview / Hazard / Monroe Reconstruction Project (**)
- McNamee Park Canoe and Emergency Boat Launch (* and **)
- Submit grant applications for continued funding of capital improvement projects, subject to availability of applicable grant programs.
- Oversee completion of the following ongoing capital reconstruction projects:
- Golfview Highlands Unit 8 Street Reconstruction Program
- Complete Phase I Project Reports and award Phase II design contracts for preparation of the final engineering plans for the following projects:
- Maple Avenue Reconstruction Project
- RT 31/Huntley Road Intersection Improvement Project
- Carpenter Creek Floodplain Study
- Oversee continuing construction of public improvements (subject to developer schedule) in the remaining southwest area of The Prairies and Meadows of Winchester Glen subdivision.
- Complete and accept into the maintenance period the remaining public improvements of the following developments:
- Binnie Randall Commons
- Shenandoah
- White Oaks
