ENGINEERING DEPARTMENT

The Engineering Department is responsible for overseeing various capital improvement (sidewalk replacement, street resurfacing and reconstruction, underground utility replacement and rehabilitation) projects undertaken by the Village, along with coordination of capital improvement projects performed by other County and State agencies.  Projects noted with a * have design engineering performed by in-house staff, and projects noted with a ** have construction engineering performed by in-house staff.

The Engineering Department is also responsible for the design, review, construction inspection, and acceptance of the installation of public improvements in residential, commercial, and industrial developments, including the management and tracking of developer guarantees from approval of the final plat of subdivision through the end of maintenance and acceptance of the development by the Village.

2009/2010 ACCOMPLISHMENTS  

  1. Completed the following public construction projects:
    1. 2009 MFT Resurfacing Program
    2. 2009 MFT Sidewalk Replacement Program
    3. 2008 Street Reconstruction Program (Wren, Thrush, Robin, Cardinal, and Sparrow) (**)
    4. Miller Road West Reconstruction Project (**)
    5. Washington Street and Main Street ARRA Resurfacing Project (* and **)

  2. Awarded construction contracts and began construction on the following public construction projects:
    1. Golfview Highlands Unit 8 Street Reconstruction Program
    2. 2009 Roadway Resurfacing and Utilities Program (Austin, Berkley, Houston, and Salem)

  3. Awarded design contracts and began preparation of engineering plans for the following public construction projects:
    1. 2010 Roadway and Utility Reconstruction (Ash, Aspen, and Hickory)
    2. Golfview / Hazard / Monroe Reconstruction Project
    3. Helm Road Improvements (in-house design)
    4. Tulsa Avenue and Kings Road Resurfacing Project (*). This project was prepared for readiness of potential state or federal grant funding opportunities
  4. Awarded Phase I Preliminary Engineering Design contracts for:
    1. Hazard/Monroe/Golfview Phase I Engineering Report

  5. Implemented the fourth year of a consolidated 5-year Capital Improvements Program to include street, sidewalk, storm sewer, sanitary sewer, and watermain replacement projects.
  6. Negotiated six year interest free loan agreement with Steadfast Properties for Oxford Road improvements, and completed roadway improvements.
  7. Obtained approval of grants for the following projects:
    1. $149,952 for 2010 Roadway and Utility Reconstruction Program (Ash, Aspen, and Hickory) from Kane County Community Development Block Grant (CDBG) Program
    2. $160,000 for Washington Street Resurfacing Project from American Recovery and Reinvestment Act (ARRA) Program
    3. $263,478 for Golfview / Hazard / Monroe Reconstruction Project from Kane County Community Development Block Grant (CDBG) Program
    4. $280,000 for Helm Road Resurfacing Project – RT 25 to Village Limits from IDOT Emergency Repair (ERP) Program
    5. $300,000 for Various Streets Resurfacing Project from IDOT Emergency Repair (ERP) Program

  8. Prepared design plans for Spring Point Townhome Punchlist Project, bid, and oversaw completion of work which was funded by developer letter of credit proceeds.
  9. Reviewed and approved site plans for eleven (11) commercial/industrial/ institutional projects and thirty nine (39) single-family homes for construction.  Performed over 150 plan reviews and over 600 separate inspections related to construction on these sites and other projects.
  10. Completed all outstanding work and accepted into the maintenance period the public improvements of the following developments:
    1. The Prairies and Meadows of Winchester Glen Phase1
  11. Completed end-of-maintenance inspections for the public improvements of the following developments:
    1. Kimball Farms Unit 8
    2. Madison Commercial Subdivision Unit 1 (Culvers)
    3. Madison Commercial Subdivision Unit 2 (Woodmans)

2010/2011 OBJECTIVES
  1. Complete engineering plan revisions, bid, and oversee completion of the following capital projects:
    1. 2010 MFT Roadway Resurfacing Program (* and **)
    2. 2010 MFT Sidewalk Replacement Program (* and **)
    3. 2010 Pavement Rejuvenation Program (* and **)
    4. 2010 Roadway and Utility Reconstruction Program (Ash, Aspen, and Hickory) (**)
    5. 2010 Illinois Emergency Repair Program Resurfacing Project (* and **)
    6. Golfview / Hazard / Monroe Reconstruction Project (**)
    7. Helm Road Improvements (**)
    8. McNamee Park Canoe and Emergency Boat Launch (* and **)

  2. Oversee completion of the following ongoing capital reconstruction projects:

    1. Golfview Highlands Unit 8 Street Reconstruction Program
    2. 2009 Roadway Resurfacing and Utilities Program (Austin, Berkley, Houston, and Salem)
  3. Complete Phase I Project Reports and award Phase II design contracts for preparation of the final engineering plans for the following projects:
    1. Maple Avenue Reconstruction Project.
    2. Route 31 / Huntley Road Intersection Improvement Project

  4. Oversee continuing construction of public improvements (subject to developer schedule) in the remaining southwest area of The Prairies and Meadows of Winchester Glen subdivision.
  5. Complete and accept into the maintenance period the remaining public improvements of the following developments:
    1. Springacre Hills Unit 6
    2. White Oaks
    3. Binnie Randall Commons
  6. Complete end-of-maintenance inspections for the public improvements of the following developments:
    1. Shenandoah
    2. The Prairies and Meadows of Winchester Glen Phase 1
