The Legislative Department is comprised of the elected Village President and six Trustees and an appointed Village Clerk. The Village Board makes policy decisions necessary to maintain and enhance the health, safety, and welfare of the citizens and visitors to the Village of Carpentersville. These decisions include financial development, planning and service policies, decisions on annexation and approval and acceptance of subdivision improvements.

The Village Clerk is responsible for attending Village Board Meetings and recording accurate minutes of the proceedings, maintaining files of all official records, Licenses, Ordinances and Resolutions of the Village. Serves as the Liquor Licensing Officer providing assistance to the Liquor Commissioner by maintaining all records and processing new applications and renewals of current licenses; serves as the Local Election Official providing the services of voter registration and absentee voting to the residents; maintaining and processing all business registration and licensing renewals, elevator inspections ensuring that all required fees are paid; providing assistance to all interested and newly registered businesses on the requirements of local, county and state governments; ensuring that all businesses that hold a liquor license are and remain in compliance with the Municipal Code and State Statutes; responsible for filing public notices and various documents with the County Clerk, Treasurer and Recorder; and provides assistance and information to Village staff and residents relative to Village records and Municipal Code.

2009/2010 ACCOMPLISHMENTS

  1. Converted Business and Liquor license records into MUNIS and produced 2010 Business and Liquor Licenses through system. Future renewal letters will also be produced from system that will provide a time savings to Village Clerk operations.
  2. Continued organizing documents relative to ordinances or resolutions allowing related documents to be placed in one location in fireproof cabinets.
  3. Licensed, maintained and processed approximately 600+ commercial and home based businesses that yielded approximately $38,000 in revenue for the Village.
  4. Maintained and processed approximately 40 liquor licenses that yielded approximately $50,000 in revenue for the Village.
  5. Implemented a system coordinating information received from various Village departments to ensure businesses located or operating within the Village are registered, information is kept current and are properly documented to the State relative to sales tax revenue.
  6. Registered 91 new businesses in the Village.
  7. Maintained elevator inspection records; invoiced and collected inspection fees and issued inspection certificates for 44 elevators in the Village.

2010/2011 OBJECTIVES

  1. To continue collecting and organizing Village documents to be retained in fireproof cabinets along with the corresponding resolution or ordinance.
  2. Continue to follow-up with information received from various sources to ensure all businesses operating or located in the Village are registered and records are kept current.
  3. Continue maintaining the level of service provided to the residents and assistance to staff regarding Village records and information from various sources.
  4. Explore avenues to increase the efficiency of the record retention system.
  5. Provide election information to residents wishing to run for Village Board positions in the April 2011 Consolidated Election and ensure that all statutory requirements are met relative to the election petitions, objections and proceedings.
  6. Continue exploring resources to develop a Business Handbook.
  7. Continue gaining knowledge through various resources to better perform responsibilities.

CARPENTERSVILLE IMPROVEMENT COMMISSION

Any resident of the Village of Carpentersville interested in serving on the Carpentersville Improvement Commission (CIC) is invited to submit a letter of interest to Mr. Ed Ritter, Village President, Village of Carpentersville, 1200 L.W. Besinger Drive, Carpentersville, Illinois 60110, at his or her earliest convenience.

The functions of the CIC include serving as a resource, advisory, and recommending body to the Village President and Board of Trustees on matters pertaining to neighborhood improvement; assisting the Community Development Department with activities that promote residential and commercial property care; and encouraging and enlisting resident volunteers to help achieve neighborhood improvement goals.

The CIC is composed of seven (7) members appointed by the Village President with the advice and consent of the Board of Trustees.   The term of office for non-trustee members is two (2) years, unless the appointment is to fill an unexpired term.   Members must be electors who have been residents of the Village of Carpentersville for a least one year.
