ADMINISTRATION
The Administration Department oversees the daily operations of the Village of Carpentersville and is responsible for the implementation of policies, ordinances and regulations adopted by the Village President and Board of Trustees (Village Board). Department staff includes the Village Manager, Assistant Village Manager, Economic Development/Special Projects Coordinator and Executive Assistant.
Village Manager Overview
The Village Manager is the Chief Administrative Officer and serves in a capacity as set forth in the Statutes of the State of Illinois and the ordinances of the Municipal code of the Village of Carpentersville. The Village Manager serves at the pleasure of the Village Board. The duties and responsibilities of this position include general oversight of all governmental functions and activities, including operations of the several Village departments (Administration, Legislative, General Services, Finance, Engineering, Community Development, Public Works, Police and Fire). The Village Manager is also the staff liaison to the Village Board.
Assistant Village Manager Overview
The Assistant Village Manager assists the Village Manager in the general management of Village operations and has specific responsibility for risk management, administration of the cable television franchise agreement, oversight of the solid waste collection/recycling contract, and negotiation of collective bargaining agreements on behalf of the Village. Additionally, the Assistant Village Manager serves as the Village's representative on the Fox Valley Regional Cable Commission. In the absence of the Village Manager, the Assistant Village Manager serves as Acting Village Manager.

Economic Development/Special Projects Coordinator
The Economic Development/Special projects Coordinator is responsible for coordination of the Village's economic development initiatives and performs other duties or projects as assigned by the Village manager. Included among these responsibilities are business attraction and retention efforts, formulation of design and appearance standards for commercial buildings, development of inventories of empty retail space and vacant parcels, and coordination of business corridor beautification efforts. Is also the staff liaison to the Park Commission. General day-to-day management assistance to the Village Manager and the Assistant Village Manager is also a responsibility of this position.
Executive Assistant
The Executive Assistant performs secretarial and clerical functions for the Administration Department, including preparation and posting of Village Board meeting agendas, preparation and distribution of Village Board and Audit and Finance Commission agenda packets, transcription of the minutes of the Audit and Finance Commission meetings, and appropriate direction of citizen requests and questions. The Executive Assistant also provides secretarial assistance to the members of the Village Board as needed.

- Create an atmosphere where Village customers feel valued and respected through proper customer service.
- Foster economic development through a “one stop” process for development of new businesses and expansion of existing businesses.
- Look at our current legal service costs by examining the possibility of having an in house lawyer or doing and RFP for legal services.
- Make computer system as productive as possible for Village.
- Make website more user friendly for both businesses and residents.
- Evaluate our current system of in–house prosecution.

Those having difficulties paying their gas bill may qualify for financial assistance through the Low Income Home Energy Assistance Program (LIHEAP). LIHEAP is administered by the Illinois Department of Healthcare and Family Services and helps eligible low-income households pay for energy services. This year LIHEAP has received $265 million in funding - an addition $116 million compared to last year - to help qualifying households pay their energy bills. CARPENTERSVILLE IMPROVEMENT COMMISSION
Any resident of the Village of Carpentersville interested in serving on the Carpentersville Improvement Commission (CIC) is invited to submit a letter of interest to Mr. Ed Ritter, Village President, Village of Carpentersville, 1200 L.W. Besinger Drive, Carpentersville, Illinois 60110.
The functions of the CIC include serving as a resource, advisory, and recommending body to the Village President and Board of Trustees on matters pertaining to neighborhood improvement; assisting the Community Development Department with activities that promote residential and commercial property care; and encouraging and enlisting resident volunteers to help achieve neighborhood improvement goals.
The CIC is composed of nine (9) members appointed by the Village President with the advice and consent of the Board of Trustees. The term of office for non-trustee members is two (2) years, unless the appointment is to fill an unexpired term. Members must be electors who have been residents of the Village of Carpentersville for a least one year.

BUSINESS DEVELOPMENT COMMISSION
The Village of Carpentersville is seeking persons interested in serving on the Business Development Commission (BDC), consisting of members appointed by the Village President, subject to confirmation by the President and Board of Trustees. Members who wish to serve shall be appointed on the basis of experience, background in commercial or industrial development or commercial or industrial business operations, commercial or development organization or association.
The BDC shall function in an advisory capacity to the Village President and Board of Trustees and shall assist the Economic Development Coordinator relating to the following objectives, goals and duties: review proposals and recommend programs for revitalizing existing business and attracting new business in the commercial and industrial zoning districts; review and recommend commercial site selection information; review and make recommendations concerning attracting new business development; assist the Economic Development Coordinator in facilitating activities that encourage business retention, expansion and development; review and recommend standards for use in evaluating the economic impact of new or expanding business; and to cooperate with and assist existing business associations.
