ADMINISTRATION

The Administration Department oversees the daily operations of the Village of Carpentersville and is responsible for the implementation of policies, ordinances and regulations adopted by the Village President and Board of Trustees (Village Board). Department staff includes the Village Manager, Assistant Village Manager, Economic Development/Special Projects Coordinator and Executive Assistant.

Village Manager Overview

The Village Manager is the Chief Administrative Officer and serves in a capacity as set forth in the Statutes of the State of Illinois and the ordinances of the Municipal code of the Village of Carpentersville. The Village Manager serves at the pleasure of the Village Board. The duties and responsibilities of this position include general oversight of all governmental functions and activities, including operations of the several Village departments (Administration, Legislative, General Services, Finance, Engineering, Community Development, Public Works, Police and Fire). The Village Manager is also the staff liaison to the Village Board.

Assistant Village Manager Overview

The Assistant Village Manager assists the Village Manager in the general management of Village operations and has specific responsibility for risk management, administration of the cable television franchise agreement, oversight of the solid waste collection/recycling contract, and negotiation of collective bargaining agreements on behalf of the Village. Additionally, the Assistant Village Manager serves as the Village's representative on the Fox Valley Regional Cable Commission. In the absence of the Village Manager, the Assistant Village Manager serves as Acting Village Manager.

Economic Development/Special Projects Coordinator

The Economic Development/Special projects Coordinator is responsible for coordination of the Village's economic development initiatives and performs other duties or projects as assigned by the Village manager. Included among these responsibilities are business attraction and retention efforts, formulation of design and appearance standards for commercial buildings, development of inventories of empty retail space and vacant parcels, and coordination of business corridor beautification efforts. Is also the staff liaison to the Park Commission. General day-to-day management assistance to the Village Manager and the Assistant Village Manager is also a responsibility of this position.

Executive Assistant

The Executive Assistant performs secretarial and clerical functions for the Administration Department, including preparation and posting of Village Board meeting agendas, preparation and distribution of Village Board and Audit and Finance Commission agenda packets, transcription of the minutes of the Audit and Finance Commission meetings, and appropriate direction of citizen requests and questions. The Executive Assistant also provides secretarial assistance to the members of the Village Board as needed.

CHANGE IN PICK UP DAY

As residents know ARC Disposal and Recycling has been collecting the Village’s garage since 2007. ARC Disposal, Allied Waste and Republic Services merged together into one large garbage collection company in December 2008.   Up until now the Village has not been affected by any changes as a result of the merger.   In an effort to better serve the Village ARC will begin servicing the Village out of the Allied Waste yard in Elgin beginning on April 5, 2010.   This also means that the Village will be changed from a five-day collection schedule (Monday through Friday) to a two-day collection schedule (Wednesday and Thursday only.)   Residents that will be required to change pick up days will be notified via a door hanger the week of March 22.  Allied will also be placing an ad about the days changes in The Daily Herald the week of March 29.   Listed below is the revised pick up schedule.

Government disaster assistance covers basic needs only and will not normally compensate you for your entire loss. if you have insurance, the government may help pay for basic needs not covered under your insurance policy. Some disaster aid does not have to be paid back, while other assistance may come in the form of loans.

A message from Nicor Gas...

Those having difficulties paying their gas bill may qualify for financial assistance through the Low Income Home Energy Assistance Program (LIHEAP). LIHEAP is administered by the Illinois Department of Healthcare and Family Services and helps eligible low-income households pay for energy services. This year LIHEAP has received $265 million in funding - an addition $116 million compared to last year - to help qualifying households pay their energy bills. Eligibility is based on several factors including household size, location and income. For more information visit www.keepwarm.illinois.gov. Additional help can be found at the Nicor Gas website at www.nicorgas.com and click on "Financial Assistance".


CHANGE IN HOUSEHOLD BATTERY PICK UP

There is a change in how household batteries will be picked up by ARC Disposal.   Here is the new procedures residents need to follow.

  1. Residents need to call ARC Recycling at (847)981-0091 24-hours before their regular pick up day to schedule a battery pick up.   If you talk with a Customer Service Representative give them your name and address and tell them you have household batteries that need to be picked up.   (Be sure to obtain the name of the Customer Service Representative your spoke with and note the date and time, this way if there are any problems ARC can work with that representative to make sure the error does not occur in the future.)   ARC will then include your address on a list and your household batteries will be picked up on your regular refuse pick up day.
  2. Residents then need to place their household batteries in a plastic bag, marked “Batteries” and then place the battery bag on the ground next to your refuse toter.
  3. ARC will have a representative pick up your batteries on your regular pick up day.
  4. If the batteries are not picked up please contact the Village at (847)426-3439 and ask for the Assistant Village Manager (extension 213) or the Public Works Administrative Assistant (extension 259) and they will contact ARC’s Route Supervisor and make sure the batteries are picked up.<
  5. If residents do not speak with a Customer Service Representative and have to leave a message on ARC’s machine be sure to note the date and time you called.
  6. If you do not receive a call back before 3:00 p.m. the day you leave a message please contact the Village at (847)426-3439 and ask for the Assistant Village Manager at extension 213 and she will contact ARC and correct the situation.

We thank you for your patience with this change.   ARC has assured the Village this will mean that batteries are collected and recycled and do not end up in the landfill.
