Finance Director

The Village of Carpentersville, Illinois, population of 37,690, a full-service community located in northeastern Kane County, Illinois, approximately 30 miles northwest of Chicago, seeks a creative public finance executive to serve as its next Finance Director. The Village has a $55 million budget and 175 full-time employees, of which more than two-thirds are police, fire and public works. The Finance Director supervises seven full-time and two part-time positions. The Finance Director is an integral part of the executive management team participating in key decisions regarding economic development, strategic planning, long- and short-term revenue and expenditure strategies, budget development and administration, and all policies affecting the overall fiscal health of the Village. Candidates must have a bachelor’s degree in finance, public policy, public administration, business, or a related field. A master’s degree in public policy, public administration, finance or business administration is highly desired. CPA or CPFO a plus. Candidates must have at least five years of increasingly responsible experience in executive-level financial administration in the public sector or comparable organization. The successful candidate will be a highly collaborative, experienced executive with a proven track record in progressive fiscal management, with the ability to work closely with elected and appointed officials and department heads on the Village’s financial strategies. Starting salary: $108,000+/- DOQ. Incumbent Finance Director compensated at $114,392.

WasteWater Facility Maintenance

The Village of Carpentersville is accepting applications for a full time Wastewater Maintenance Worker in the Facilities Division, Wastewater Branch. The position performs a variety of semiskilled, skilled, technical, and maintenance task as required within the Wastewater Division of the Public Works Department. This position requires the operation of specialized equipment associated with Wastewater Treatment and the sanitary collection system. The majority of work is performed with independence under general supervision and will help maintain, install, operate and repair all Wastewater Division facilities and related appurtenances. This position requires the recording of information pertaining to daily assignments, maintenance, and repairs associated with all Wastewater Division Facilities. Participate in preventative maintenance and repair of all Division equipment as needed or as directed. Perform on-call responsibilities, work weekends/holidays as assigned on a rotating basis, and be capable of responding to after-hours facility emergencies as directed by the Superintendent within 50 minutes. The person in this position reports to the Wastewater Superintendent who provides supervisory direction and periodic performance reviews.

Minimum requirements include a high school diploma or equivalent. Candidates must have or be capable of obtaining an IL Commercial Driver’s License Class B. Candidates must have good communication skills and the ability to comprehend and follow simple to complex instructions from the Superintendent or his designated representative. Perform strenuous labor intensive work for extended hours under extreme weather conditions. Access confined spaces. Walk on unstable terrain in muddy conditions. Be mobile around operating equipment and facilities, including the ability to climb, crawl, reach and move rapidly. Use a variety of hand and power tools. Candidates must pass pre-employment physical and drug screen, lift objects over 50 lbs. at frequent intervals from a standing position. Possession of a working phone.

Planner (Part-Time)

The Village of Carpentersville is accepting applications for a part-time Planner position within its Community Development Department. The individual in this position will work a maximum of 1,500 hours annually and not more than an average of 29 hours per week. The prospective candidate generally will work flexible hours and days depending on the season, with fewer hours during the fall/winter and more hours during the spring/summer.

The essential duties of the position: Conducts field inspections and maintains effective records of inspection findings on issues regarding the zoning code, sign code, Development Standards and Design Guidelines, landscaping regulations, and approved site plans or agreements. Conducts timely plan reviews for zoning compliance. Provides professional customer service in responding to inquires related to the zoning ordinance, land use applications, site plans, legal documents, rules, regulations and related code procedures and requirements of the department to residents, design professionals, contractors, members of Village staff, and other Village customers. Communicates verbally and in writing and interacts professionally with members of the public in the field, at the permit counter, over the phone, through email and other means of correspondence. Maintains Village-wide GIS program and creates, maintains, and organizes all Village GIS files. Prepares all Village GIS maps, including the annual Zoning Map, and also prepares additional maps for Economic Development, Engineering, and Public Works as needed. Performs other duties as assigned.

Minimum requirements: Graduation from an accredited four-year college or university with a degree in land use planning, municipal or urban planning, or a closely related field, any experience in current planning a plus. Strong knowledge of and ability with ESRI ArcGIS is required. Member of American Institute of Certified Planners, preferred.

The hourly rate for this position is $23.50. Benefits offered by the Village of Carpentersville include participation in the Illinois Municipal Retirement Fund.
